Chasing Light to Open a New Chapter: Leading Enterprises Drive the "Green Formation"

Since the 10th Plenary Session of the 14th Shuangliu District Party Committee first listed the energy equipment industry as a key industrial development direction, Shuangliu District has closely followed the work deployment of "building industrial clusters and strengthening supply chains" and "establishing and completing industrial parks", focusing on four key areas: photovoltaic new energy, electric power equipment, civilian nuclear energy, and oil and gas equipment, to fully strengthen the support for the advanced energy industry.

At present, Shuangliu District has gathered 3 chain-leading enterprises including Tongwei Solar, Tgood Chuankai Electric, and Chengdu China National Building Materials, as well as 5 national-level specialized, refined, differential and innovative "little giant" enterprises. There are 71 above-scale enterprises in the industrial chain. In 2025, the industrial chain output value reached ‌23.8 billion yuan‌, with a year-on-year growth of ‌40%‌. Among them, Tongwei Solar, as the "leading goose" in the global solar crystalline silicon cell field, ranks first in the world in both production capacity and shipment volume; Chuankai Electric is a domestic giant in the R&D and production of box-type power equipment, whose main products hold a national market share of up to ‌10%‌, driving the agglomeration and development of upstream and downstream enterprises in the industrial chain.

In terms of scientific and technological innovation, in recent years, Shuangliu District has attached great importance to the construction of the "pilot scale +" ecosystem, insisting on building concept verification and pilot scale maturation platforms as an important starting point for gathering achievements and accelerating transformation. At present, the district has 4 municipal-level concept verification centers recognized and filed by the city, 2 municipal-level filed pilot platforms, and 3 provincial-level filed pilot platforms.

In 2026, Tongwei Global Innovation R&D Center, the first stop of Premier Li Qiang's inspection tour in Sichuan, is located in Shuangliu District. Relying on the "Advanced Photovoltaic Device Pilot Platform" of Tongwei Global Innovation R&D Center, which is equipped with an industry-leading GW-level heterojunction pilot line, the world's largest intelligent module reliability laboratory and an integrated R&D workshop, it has been approved as one of the first batch of national-level "National Manufacturing Pilot Platforms" and the only one in the photovoltaic industry.

Forge Ahead for New Horizons: Seize the New Blue Ocean of Energy Transformation

Based on the carrier of Xihanggang Economic Development Zone, Shuangliu District focuses on the core directions of photovoltaics, new energy storage, and intelligent power equipment, supports Chengdu in building a world-class crystalline silicon photovoltaic industrial base, builds an important advanced energy industry highland in Chengdu-Chongqing region, and constructs a complete industrial ecosystem of "R&D - Manufacturing - Equipment - Scenario Demonstration", promoting the coordinated development of photovoltaic cells, thin-film power generation glass, energy storage systems, and new energy grid-connected equipment, and expanding diversified application scenarios such as BIPV, integrated PV-storage-charging, source-grid-load-storage, and virtual power plants.

Nowadays, a number of energy enterprises have completed their layout, and all energy storage production lines are operating at full capacity. Shuangliu District is making multi-dimensional efforts through "policy support + scenario implementation + industrial ecology" to accelerate the construction of a new high ground for energy storage manufacturing. According to the plan, by 2035, the scale of Shuangliu District's power equipment cluster will exceed ‌50 billion yuan‌.

"Green Medals" Witness the Solid Footprints of High-Quality Development

On Shuangliu District's "honor roll", a series of green "gold-lettered signboards" are particularly eye-catching: Chengdu New Energy Industry National High-Tech Industrial Base, 2024 Sichuan Provincial Green Industrial Park, 2024 Chengdu Key Park for Green and Low-Carbon Industry... A total of 6 national, provincial and municipal-level green pilot demonstration titles record the solid footprints of Shuangliu District's green development.

Shuangliu District now has 7 national-level green factories including Tongwei Solar and Chengdu China National Building Materials, as well as 4 provincial-level green factories. Tongwei Solar has also won two honors at the same time: national-level green supply chain and national-level green design product. At present, Shuangliu District is forcing industrial transformation and upgrading through green development, building an advanced green manufacturing, service and technological innovation system, promoting the industry to transform into deep processing, and encouraging enterprises to implement energy-saving technological transformation and use clean energy.

Seize Opportunities to Enhance the Capability of Industrial Clusters

This year, the initiative of "promoting the application for national-level development zones including Sichuan Chengdu Shuangliu Economic Development Zone" has been written into the outline of Chengdu's 15th Five-Year Plan, and the sprint for "national team" status has risen to a municipal strategy. Guided by the goal of striving for "national-level" status, Shuangliu District closely follows Chengdu's deployment of accelerating the construction of a national advanced manufacturing base, seizes opportunities to enhance the capability of industrial clusters, deeply practices the "one district with multiple parks" model, and vigorously promotes the construction of characteristic parks such as the optoelectronic display industrial park and AI Chip City. A characteristic park cluster with "one park, one feature, and a small independent ecosystem in each park" is taking shape day by day.

Relying on the "1335" modern industrial system, Shuangliu District is taking the Airport Intelligent Manufacturing Zone, Airport Business and Trade Zone, and Airport Cultural Tourism Zone as the main positions, accelerating the construction of an industrial evolution pattern of "trillions as pillars, tens of billions in clusters, and billions in reserve", and making every effort to strive for the goals of the 15th Five-Year Plan.
