On December 11, the Ministry of Industry and Information Technology (MIIT) convened a seminar on the innovative development of manufacturing pilot testing in Panjin City, Liaoning Province, during which the first batch of national-level pilot test platforms was officially announced. The "Advanced PV Device Pilot Test Platform" of Tongwei Co., Ltd. was successfully selected, making it the only platform in the PV sector to receive this prestigious national-level recognition. The selection process was conducted nationwide, with more than 2,400 platforms participating and an acceptance rate of just 0.85%. Tongwei's platform distinguished itself through its outstanding performance in technological innovation, foundational capability development, service effectiveness, and achievement transformation, ultimately standing out among intense competition.


Tongwei's "Advanced PV Device Pilot Test Platform" has been successfully included in the first batch of national-level pilot test platforms for manufacturing.
Pilot testing serves as a critical transitional phase between product trial production and large-scale manufacturing. It is a core step in advancing the industrialization of scientific and technological achievements and is widely regarded as the "last mile" for transforming innovation into production. In early 2024, MIIT and the National Development and Reform Commission (NDRC) jointly issued the Implementation Opinions on the Innovative Development of Pilot Testing in the Manufacturing Industry. This was followed in September 2024 by the Notice on Accelerating the Layout and Construction of Manufacturing Pilot Test Platforms. These policy documents outline plans to identify and recognize multiple national-level pilot test platforms with internationally advanced standards by 2027, aiming to comprehensively enhance pilot testing capabilities across regions and industries, accelerate the application of major independent innovations, and support national strategic initiatives and key projects.
Relying on the Tongwei Global Innovation R&D Center, the "Advanced PV Device Pilot Test Platform" features an industry-leading gigawatt-level heterojunction pilot testing line, the world's largest intelligent PV module reliability laboratory, and a fully integrated R&D workshop. The platform focuses on the pilot development of high-efficiency crystalline silicon cells and modules, as well as cutting-edge PV technologies. Its research scope covers key technical directions, including TOPCon, HJT, THL, BC, perovskite/c-Si tandem solar cells, and advanced modules. As one of the largest single-area pilot test platforms in China's PV sector—with exceptional scalability and upgradeability—the platform offers powerful service capabilities to support the transformation of scientific and technological achievements across the entire PV industry chain. Tongwei has also established an innovative ecosystem integrating "pilot testing + R&D + incubation + investment + application scenarios" with the platform. Through a market-oriented operation and open-service model, the platform collaborates extensively with global PV upstream and downstream enterprises, higher education institutions, and research institutions to carry out basic research, pilot verification, and industrialization exploration, serving the PV industry and society at large.
