On November 18, the 2025 the 8th China International PV and Energy Storage Industry Conference was grandly held in Chengdu. During the event, Li Junfeng, Standing Commissioner of China Energy Research Society and former Director of the National Center for Climate Change Strategy and International Cooperation, as the releasing authority, officially announced the "Chengdu Declaration: Breaking the Cycle of Involutionary Competition, Strengthening the Cornerstone of Global Energy Security" (hereinafter referred to as the "Chengdu Declaration").

At present, China's PV sector is facing unprecedented challenges and complex changes. The "involutionary" competition caused by periodic supply-demand mismatches has led to widespread and sustained losses within the industry. The rising trend of international trade protectionism has created significant uncertainties and the largest risks ever encountered by China's PV industry chain. To further build industry consensus, pool strengths from all parties, and promote the high-quality development of China's PV and energy storage industry, the organizing committee of the 2025 the 8th China International PV and Energy Storage Industry Conference, jointly with over 30 universities and research institutes, more than 50 leading PV and storage enterprises, and over 100 global industry media outlets, solemnly issues the following initiatives:
I. Deeply Understand the Strategic Significance of Anti-Involution and Build Consensus for High-Quality Development
Involutionary competition is by no means a normal market condition but rather a short-sighted practice that breaches competitive boundaries and disrupts market order. It not only harms the survival space of enterprises themselves but also threatens the strategic security of the national new energy industry. The inclusion of "anti-involution" in top-level design for the first time at the national level aims to guide the industry back to the path of "high quality and sustainability." The entire industry must clearly recognize that anti-involution does not mean rejecting competition, but rather advocating for fair and orderly value-based competition; it does not mean maintaining the status quo, but promoting higher-quality innovative development. Only by abandoning the zero-sum game of "competing on price" can we strengthen the foundation for the industry's sustainable development.
II. Focus on the Core of Technological Innovation to Drive the Energy Level Leap of the PV and Energy Storage Industry
Technology is the strongest "moat" for the PV and energy storage industry. PV and energy storage enterprises must increase R&D investment, focus on making breakthroughs in key areas, and build a "moat" of independent intellectual property patents. It is necessary to promote the optimization of production capacity structure, avoid homogeneous low-end expansion, accelerate the upgrade and transformation of high-energy-consumption, low-efficiency equipment, and enhance production efficiency through digital and intelligent technologies to achieve a transformation towards "competing on innovation, quality, and service."
III. Build a Collaborative Development Ecosystem and Strengthen Industry Self-Discipline and Co-Governance
The industry will promote synergy and win-win outcomes across the upstream and downstream industrial chain, establish fair transaction mechanisms, and ensure reasonable returns for all segments. It will strengthen industry information exchange and sharing, guide enterprises in making rational decisions, and avoid blind expansion and redundant construction. It will support industry associations in playing a bridging role, promote the establishment of industry standards and access thresholds, and allow capacity lacking core technology and reliant on low-price competition to exit the market in an orderly manner.
IV. Promote Coordinated Development Across the Entire Industry Chain and Drive the "High-Quality Global Expansion" of PV and Energy Storage
Relying on China's PV and energy storage ecosystem covering R&D, manufacturing, application, and services across the entire industrial chain, the PV and energy storage industry will enhance global competitiveness of the "China Solution" through collaborative technological innovation, shared standard system development, and interconnected service networks. It will export the concept of green energy development through efficient and reliable system solutions, strengthen localized services and business model innovation, enhance international market recognition, and truly achieve the "high-quality global expansion" of China's PV and energy storage industry.
V. Gather Social Synergy to Jointly Create a Benchmark for High-Quality Development
Breaking the "involution-style" competition in the PV sector is an important and far-reaching matter for the nation, the sector, enterprises, China's economic development and the global energy transition, as well as for building a community with a shared future for humanity. Government departments should strengthen policy guidance, industry associations should build bridges and standardize self-discipline, and enterprises should adhere to craftsmanship and empower through innovation. All parties should work together, pool their strengths, share responsibilities, and create a fair, orderly, open, and inclusive environment, jointly making the PV industry a demonstration benchmark for high-quality development, contributing to the sound and sustained development of China's economy and its steady long-term progress.
