The selection process, led by the Sichuan Provincial Department of Economy and Information Technology, adhered to the Implementation Plan for the Cultivation of Intelligent Factory Gradients jointly issued by the Ministry of Industry and Information Technology, the National Development and Reform Commission, and other ministries, as well as relevant implementation plans in Sichuan Province. It involved multiple rounds of procedures, including rigorous self-assessment and self-construction by enterprises, recommendations from municipal (prefecture) economic and information technology bureaus, expert reviews, on-site inspections, and consultations with safety and environmental protection departments.
