Nantong is rich in offshore wind energy, tidal flat photovoltaic and coastal space resources. Combined with its advantages in port transportation, port-side manufacturing and the Yangtze River Delta market hinterland, it has attracted a large number of new energy projects to settle and industries to gather.

Relying on its resource endowments and industrial foundation, since the 14th Five-Year Plan period, Nantong has proactively responded to the national carbon peaking and carbon neutrality strategies, taking the new energy industry as the core starting point and breakthrough for industrial transformation and upgrading. The new energy industry has rapidly grown into one of Nantong's six 100-billion-yuan pillar industrial clusters, with the "four-wheel drive" of wind power, photovoltaic, hydrogen energy and energy storage. In 2025, 707 new energy enterprises in the city achieved an output value of 211.62 billion yuan, delivering an impressive performance.

"Green" Powers the Future, New Energy Industrial Cluster Forges New Momentum Through Full-Chain Development

In Nantong, batches of leading enterprises and high-quality projects have settled one after another, forming a chain-based development model covering energy storage and power batteries, wind power equipment, crystalline silicon photovoltaics and other fields. A high-efficiency, clustered and intensive new energy industrial system has taken shape strongly.

In terms of wind power, Nantong has formed a development pattern dominated by offshore wind power. As of the first half of 2026, the city's installed wind power capacity reached 7.066 million kilowatts, accounting for 27.2% of the total installed power capacity. In terms of photovoltaics, the industry is expanding rapidly, gathering representative enterprises such as Tongwei and Linyang Energy. Rugao, Rudong and Qidong have fully completed the national pilot targets for distributed rooftop photovoltaics at the county level, with the number of completed projects ranking first in Jiangsu Province.

In terms of energy storage, leading enterprises such as Zhongtian Technology and VoltaiQ Energy continue to make breakthroughs. In 2025, key backbone enterprises achieved an output value of 59.82 billion yuan, becoming a critical pillar of Nantong's new energy industry. In terms of hydrogen energy, the industry is developing steadily. In 2025, the output value of backbone enterprises increased by 26.9% year-on-year, and the industrial chain covers more than ten sub-sectors including hydrogen production, storage and transportation, and complete sets of hydrogen refueling equipment.

"New Energy +" Zero-Carbon Breakthrough, Building a New Green Energy Supply Base in the Yangtze River Delta

Since the 14th Five-Year Plan period, Nantong's installed wind power and photovoltaic capacity have increased by 123.3% and 611.5% respectively compared with the end of 2020. The installed capacity of renewable energy has historically surpassed traditional thermal power, becoming the city's largest power source. For every 10 kWh of electricity consumed in the city, 4 kWh comes from green power.

Recently, Nantong has issued the Three-Year Action Plan for High-Quality Development of "New Energy +", proposing to build itself into an important green energy supply base in the Shanghai Metropolitan Area, an innovation and integrated application pilot zone for "wind-solar-hydrogen-storage" on the eastern coast, and a pioneer zone for green, low-carbon and high-quality development by 2028. As of June this year, the city's installed new energy power generation capacity reached 18.251 million kilowatts, accounting for 68.9% of the city's total installed capacity.

Nantong's 15th Five-Year Plan further proposes to build a core green energy supply base in the Yangtze River Delta. It is estimated that by the end of the 15th Five-Year Plan period, the total installed new energy capacity will exceed 30 million kilowatts, 200 smart microgrid pilot projects will be completed, and the new energy storage scale will exceed 5.5 million kWh. At the same time, high-efficiency photovoltaics and new energy storage are clearly listed as key development directions, helping to build a highland of photovoltaic and energy storage industries in the Yangtze River Delta.

As the new 15th Five-Year Plan journey has begun, Nantong will further plan for new energy development and low/zero-carbon park construction, leveraging the low-carbon path to "chain" faster development acceleration, and write a more brilliant chapter in the development of the new energy industry!
