‌Green Transformation: Accelerating Low-Carbon Development‌

Since the 14th Five-Year Plan period, Baoshan has continuously optimized its energy structure, with 2.4395 million kW of newly commissioned grid-connected new energy installed capacity. New energy installed capacity accounts for 56.96% of the city's total power installed capacity, and the proportion of non-fossil energy consumption has risen from 47.3% to 60.9%. Baoshan Shared Energy Storage Station, the largest single-scale energy storage station in Yunnan Province, has been completed and put into operation, making Baoshan a fully built "wind-solar-hydro-storage" multi-energy complementary clean energy base.

Meanwhile, the Yunnan Baoshan Industrial Park has been selected into the second batch of zero-carbon park construction list in Yunnan Province. Yunnan Tongwei High-Purity Silicon Co., Ltd. and Baoshan LONGi Silicon Materials Co., Ltd. have obtained internationally recognized carbon footprint certificates. The city has issued a total of 5.15 million green certificates, with 4.26 million of them traded.

‌Extend, Complement and Strengthen the Industrial Chain to Build a Photovoltaic & Energy Storage Industrial Cluster‌

Baoshan has gathered resources, capital, talents and other factors, and creatively proposed to delimit exclusive zones for each county (city, district) to build "park-in-park" projects on the municipal industrial platform — Yunnan Baoshan Industrial Park. This creates an aggregation effect of "1+5>6", empowers the development of industrial clusters, and blazes a new path of intensive, efficient, co-construction and sharing. Since then, a green silicon industrial chain of "silicon ore — industrial silicon — high-purity silicon — monocrystalline silicon" has been formed, becoming the city's primary pillar industry.

Baoshan adheres to extending the industrial chain to strengthen the leading silicon photovoltaic industry, carries out targeted investment promotion, improves upstream and downstream supporting facilities, and expands the green silicon industrial cluster. It focuses on complementing the chain to expand diversified scenarios, fosters new business forms such as "green power + energy storage, green power + zero-carbon park", and revitalizes existing industrial loads to improve local consumption capacity. It concentrates on strengthening the chain to improve the new power system, speeds up the construction of power transmission and transformation and energy storage supporting facilities, and makes full use of green certificate and direct green power connection policies to enhance the low-carbon competitiveness of products.

‌Optimize Business Environment to Empower Market Entities‌

Industrial development cannot thrive without a high-quality development environment. Baoshan has introduced special support policies for the silicon photovoltaic and new energy industries, continuously promoted the construction of park infrastructure and public supporting facilities, strengthened the overall guarantee of land, energy consumption and power factors, and established a closed-loop service mechanism for key industrial projects. For leading enterprises and major investment promotion projects, the city implements full-process follow-up services, continuously reduces the institutional transaction costs of enterprises, improves the carrying capacity of industrial parks, and attracts upstream and downstream enterprises to settle down.

‌Layout for the 15th Five-Year Plan, Draw a New Blueprint for Green Energy‌

Facing the 15th Five-Year Plan period, Baoshan will deeply align with the national and Yunnan provincial energy development strategies, further consolidate its positioning as the western Yunnan energy hub, continue to build a ten-million-kilowatt-level wind-solar-hydro-thermal-storage multi-energy complementary clean energy base, and build a safe, reliable, low-carbon and clean modern energy system. The city will coordinate the coordinated development of diversified energy sources including hydropower, wind power, solar power and geothermal energy, carry out comprehensive investigation and evaluation of wind and solar resources, and vigorously develop new business forms such as direct green power supply, zero-carbon parks and BIPV (Building Integrated Photovoltaics). It will improve the layout of regional energy storage infrastructure, build supporting energy storage facilities around industrial parks and computing power bases, promote the construction of pumped storage, shared energy storage and source-grid-load-storage linkage projects, enhance the power grid peak shaving and new energy consumption capacity, strengthen the characteristic model of green power empowering advanced manufacturing, and build a green photovoltaic industrial highland radiating South Asia and Southeast Asia.
