Tongwei PV Modules Awarded Italy’s New Fire Certification, Pioneering Compliance with EU’s New Fire Regulations for Distributed Systems

On March 9, the 21st China (Jinan) International Solar Energy Storage and Application Expo witnessed another breakthrough for Tongwei PV modules. At the Tongwei booth, Xu Hailiang, Vice President of TÜV SÜD, presented Tongwei with dual certification certificates—EN13501-1 and EN13501-5, representing Italy’s rooftop fire safety standards. Sun Zhiyang, Head of Distributed Module Business at the PV Commercial Department of Tongwei Co., Ltd., accepted the certificates on site. This marks Tongwei as one of the world’s first PV manufacturers to obtain Italy’s new fire certification for PV modules, demonstrating the outstanding fire resistance performance of Tongwei modules.

Certificate Awarding Ceremony

On September 1, 2025, Italy’s new guideline for fire prevention in PV systems officially came into force with no transition period. The implementation of this new regulation signals a new era for Italy’s PV fire certification. It has shifted from the previously highly relied-upon and stringent Italian national standard UNI 9177 to a more systematic framework aligned with EU standard systems.

For the first time, the new regulation establishes a complete fire safety assessment framework covering PV modules themselves to building rooftop systems: individual modules must pass EN13501-1 certification to meet flame-retardant requirements in the early stage of a fire, while the more critical EN13501-5 certification verifies the ability of PV modules integrated with distributed rooftops to resist external fire sources—this is the most direct way for customers and building owners to evaluate the fire safety of PV systems today.

Tongwei PV modules have passed both EN13501-1 and EN13501-5 tests, proving that Tongwei modules meet fire safety requirements not only as individual units but also when integrated with rooftop systems.

“Obtaining certification for a single module is only the starting point; the core of the new regulation lies in the overall system assessment,” emphasized Xu Hailiang, Vice President of TÜV SÜD, at the ceremony. “The breakthrough of this fire certification is that the modules maintain excellent fire performance when tested in a system environment, setting a new benchmark for rooftop PV safety.”
