On December 22-23, the Fourth Executive Committee Meeting of the 13th All-China Federation of Industry and Commerce (ACFIC) was held in Changsha, Hunan Province. The meeting thoroughly studied and implemented the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the Central Economic Work Conference, acted upon the important guiding principles from General Secretary Xi Jinping's speech at the symposium on private enterprises, reviewed the work in 2025, and deliberated on the key tasks for 2026. Gao Yunlong, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Chairman of the ACFIC, delivered a work report. Liu Junchuan, Head of the Discipline Inspection and Supervision Department of the Central Commission for Discipline Inspection and the National Commission of Supervision in the United Front Work Department of the CPC Central Committee, held a collective heart-to-heart talk with the members of the ACFIC Standing Committee. The meeting pointed out that the Fourth Plenary Session of the 20th CPC Central Committee has outlined the top-level design and strategic blueprint for China's economic and social development in the next five years, and the Central Economic Work Conference has charted the practical path for a good start to the 15th Five-Year Plan period. It is essential to earnestly study and comprehend the spirit of these meetings, genuinely unify thought and action with the Party Central Committee's scientific assessment of the economic situation and its decisions and plans for economic work. This will guide the broad spectrum of private enterprises to grasp the general trend of development, strengthen their confidence in development, and enhance their strategic resolve for the future. It is crucial to seize the strategic opportunity presented by the burgeoning new quality productive forces, strengthen the awareness of being the main force of innovation, and stimulate the surging momentum for pursuing the new and the excellent. Enterprises should accurately grasp market opportunities, actively integrate into the domestic and international dual circulation, and unleash their potential for pioneering and enterprising development. They must conform to the tide of the times, accurately understand policy opportunities, and revitalize their creative vitality to dare and act. The meeting emphasized that 2026 marks the beginning of the 15th Five-Year Plan period. Federation of Industry and Commerce organizations at all levels must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the important speeches of General Secretary Xi Jinping and the major decisions and plans of the Party Central Committee. They should make solid efforts in ideological and political guidance, introduce practical measures in optimizing services for enterprises, and devise concrete strategies in deepening their own reforms, so as to promote the work of fostering "Two Healths" (the healthy growth of the non-public sector of the economy and the healthy development of individuals in the non-public sector) to a new level. It is necessary to strengthen ideology and consolidate the foundation, using the Party's innovative theories to forge souls and unite minds, effectively communicate the situation and policies, strengthen the education and training of the younger generation, and emphasize guidance through exemplary models. This will pool wisdom and offer suggestions for implementing the 15th Five-Year Plan, promote common prosperity through practices that give back to society and benefit the people, and build stronger consensus and strength among individuals in the private sector to strive forward on the new journey. Efforts should focus on optimizing services and solving problems, concentrating on enhancing enterprise development capabilities, improving corporate governance, and optimizing comprehensive overseas services for enterprises. The quality and effectiveness of investigation and research should be improved, inter-departmental collaboration mechanisms refined, and the establishment and improvement of modern enterprise systems with Chinese characteristics by executive committee member enterprises deepened. The meeting reviewed and approved relevant personnel matters and heard a guidance report on the spirit of the Central Economic Work Conference. The meeting also released the main findings of the 2025 Evaluation of the Business Environment by Ten Thousand Private Enterprises, the Report on Social Responsibility of Chinese Private Enterprises (2025), outstanding cases of building National "Five-Good" County-Level Federations of Industry and Commerce and National "Four-Good" Chambers of Commerce. It reported on the handling of opinions and suggestions from private enterprises in 2025, research projects and practical innovation achievements of the Federation in 2025, the list of advanced units in information work of the ACFIC for 2025, and the results of the essay competition on the construction of the Federation's work system for the new era and new journey. During the event, the Hunan Provincial People's Government and the ACFIC jointly hosted the Conference of Nationally Renowned Private Enterprises Supporting High-Quality Development in Hunan.
