From July 25 to 26, the 5th Session of the 13th Standing Committee of the All-China Federation of Industry and Commerce kicked off in Yinchuan, Ningxia. The meeting deeply studied and implemented General Secretary Xi Jinping’s important speech spirit at the symposium on private enterprises, summarized the work of the first half of the year, researched and arranged key tasks for the second half of the year, guided private economic individuals to correctly understand the current situation, and strengthened development confidence. The meeting emphasized pragmatic leadership and high-quality development, encouraging private enterprises to approach growth with renewed energy and purpose. Gao Yunlong, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the All-China Federation of Industry and Commerce, along with Vice Minister of the United Front Work Department of the Central Committee and Secretary of the Party Leadership Group of the All-China Federation of Industry and Commerce, attended and addressed the meeting. Liu Hanyuan, a representative of the National People's Congress and Vice Chairman of the All-China Federation of Industry and Commerce, and Chairman of the Tongwei Group Board, attended the meeting.

The meeting noted that since the beginning of the year, the ACFIC has adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, thoroughly implemented the spirit of the Third Plenary Session of the 20th CPC Central Committee, earnestly studied and implemented the important speech spirit of General Secretary Xi Jinping at the symposium on private enterprises, deepened and reinforced ideological and political guidance, strengthened theoretical propaganda and situation policy education, studied and implemented the Private Economy Promotion Law, promoted the implementation and enforcement of enterprise-related policies, assisted private enterprises in overcoming difficulties, supported enterprises in effectively responding to the impact of US tariff hikes, actively served national development strategies, and promoted various efforts towards achieving "two healthy" development to a new level.

The meeting emphasized that the key thread is to deeply learn and implement General Secretary Xi Jinping's important speech spirit at the symposium on private enterprises, to institutionalize and normalize the strengthening of ideological and political guidance, and to always move steadfastly along the direction guided by General Secretary Xi Jinping. The meeting underscored the necessity of a comprehensive understanding of the Party Central Committee’s scientific judgment and decision-making deployment regarding the expansive and promising prospects of private sector development in the context of the new era. Participants were advised to align individual and organizational perspectives with the Central Committee’s major judgment. The emphasis was placed on maintaining strategic composure, reinforcing confidence in long-term success, and counteracting external uncertainties by leveraging the inherent stability and resilience of high-quality development initiatives. At the meeting, the policies and key directives issued by the Party Central Committee aimed at promoting the development of the private economy have been deeply comprehended. A broad spectrum of private economic individuals has been guided to identify policy-driven opportunities, benefit from policy incentives, and adhere consistently to the trajectory of high-quality development. At the meeting, General Secretary Xi Jinping’s earnest expectations and political requirements for private enterprises and entrepreneurs to courageously undertake the responsibilities of the times in the new era and new journey have been deeply understood. A broad spectrum of private enterprises and entrepreneurs has been guided to uphold patriotic aspirations, prioritize developmental objectives, adhere to lawful and ethical practices, and contribute to the realization of common prosperity, with ongoing efforts being made to support the advancement of Chinese-style modernization.

The meeting called for setting clear objectives, taking decisive actions, and solidly enhancing key work for the second half of the year. The meeting emphasized the continuous improvement of service quality and effectiveness for enterprises, with targeted initiatives—namely “enterprise engagement, problem resolution, policy dissemination, and development facilitation”—identified as key implementation channels. These activities are intended to accelerate the application of supportive policies, mitigate operational challenges faced by enterprises, strengthen innovation capacity, foster a fair and orderly market environment, and provide sustained guidance to private enterprises and entrepreneurs in maintaining a focused commitment to high-quality development. Efforts to modernize enterprise governance shall be advanced by leveraging the opportunity presented by the study, dissemination, and implementation of the Private Economy Promotion Law. Relevant departments are to organize targeted training sessions, provide guidance to enterprises in optimizing governance structures, safeguard their lawful rights and interests in accordance with the law, and promote lawful and ethical operations among private enterprises and entrepreneurs. Emphasis shall be placed on fostering public-spirited sentiment, with a particular focus on promoting coordinated urban-rural development, advancing comprehensive rural revitalization, and ensuring the stability of social employment. Initiatives such as “Ten Thousand Enterprises Revitalizing Ten Thousand Villages” and “Hundred Cities, Thousand Schools, and Ten Thousand Enterprises” shall be further implemented to facilitate employment and guide private enterprises and entrepreneurs in contributing to the realization of common prosperity.

The meeting also deliberated and adopted relevant personnel matters through voting procedures. Mr. Wei Dong, head of the Bureau for Private Economy Development under the National Development and Reform Commission, was invited to deliver a thematic guidance report on thoroughly studying and implementing the spirit of General Secretary Xi Jinping’s important speech delivered at the symposium on private enterprises. In addition, a national thematic report meeting was convened under the title “Honor the Trust, Strengthen Confidence, Advance with Gratitude, and Embrace Responsibility,” focusing on the ideals and convictions of individuals in the private economy. At this event, principal leaders from the Party Leadership Groups of the All-China Federation of Industry and Commerce in Shandong, Hubei, and Ningxia shared their respective work experiences. During this period, the Ningxia Hui Autonomous Region Government and the All-China Federation of Industry and Commerce jointly launched a series of events under the theme "Nationally Leading Private Enterprises Driving High-Quality Development in Ningxia."
