Tongwei's Participation in the Successful Establishment of the World's First International Standard for the Carbon Footprint of Photovoltaic Modules

Recently, the International Electrotechnical Commission (IEC) website announced the official initiation of a new international standard proposal titled "Photovoltaic Product Carbon Footprint - Product Category Rules - Part 1: Photovoltaic Modules" (IEC 63667-1), proposed by China. This standard, spearheaded by the China Electronics Standardization Institute (CESI), involved collaborative planning with leading industry players, including Tongwei, and experts. It represents the world's first international standard focused on carbon footprint accounting in the photovoltaic sector, marking a significant advancement in carbon footprint methodologies for the global photovoltaic industry.

This international standard proposal is technically based on the industry standard SJ/T 11926-2024, "Product Carbon Footprint - Product Category Rules - Photovoltaic Modules," formulated by CESI. Leveraging the research foundation and practical experience of this industry standard, CESI, in collaboration with industry experts, actively prepared for the proposal, with Tongwei contributing significantly through active participation and providing valuable insights. In April 2025, the international standard proposal was submitted for approval at the IEC TC82 Morocco meeting, and following a global vote initiated by the secretariat, it received 100% approval. This international standard aims to establish globally unified carbon footprint accounting rules and a scientific data quality assessment model for the entire life cycle of photovoltaic modules. It will significantly improve the temporal and spatial matching of carbon footprint factors with local data, addressing the limitations of international databases in evaluating the carbon footprint of photovoltaic products. It will also provide crucial institutional support for creating a more open, fair, and transparent global photovoltaic market environment.

At the national standard level, Tongwei participates in the development of environmental management-related standards such as GB/T24007-2024 and GB/T24008-2024, supporting corporate environmental management and contributing to the improvement of the GB/T24000 series standards system, thereby promoting ecological civilization and the modernization of environmental governance. In terms of industry standards, Tongwei, as a core member of the SEMI SCC& ECOPV cooperation alliance, participates in the formulation of standards in the semiconductor and photovoltaic fields. It also participates in drafting Low-Carbon Evaluation Requirements for Exported Photovoltaic Modules, which specifies the content related to the carbon footprint evaluation of photovoltaic modules, supporting the export of Chinese photovoltaic products and enhancing international competitiveness.

In terms of group standards, Tongwei participates in the formulation of ESG Information Disclosure Standards for Energy Enterprises and Technical Requirements for Carbon Footprint Evaluation of Crystalline Silicon Photovoltaic Cells, providing guidance for ESG information disclosure for energy enterprises and standardizing the carbon footprint evaluation of crystalline silicon photovoltaic cells. It also spearheaded the compilation and release of China's first carbon neutrality group standards, General Specification for Carbon Neutrality of Photovoltaic Power Station Construction and General Specification for Carbon Neutrality of Photovoltaic Power Station Operation, filling industry gaps and improving the carbon neutrality standards system for the photovoltaic industry.


This participation in the planning of international standards reflects Tongwei's technological strength and leadership in the photovoltaic industry, as well as its commitment to promoting the sustainable development of the global photovoltaic industry.


In the future, China will continue to promote the construction of a series of photovoltaic product carbon footprint standards within the IEC framework, advancing the international recognition and mutual acceptance of localized databases for the photovoltaic industry. In addition, Tongwei will continue to leverage its advantages, actively participate in standard formulation, contribute to the global development of new energy and green transformation, and work with industry peers to promote a greener, lower-carbon, and more sustainable future for the global photovoltaic industry.
