Chairman Liu Hanyuan Attends the Second Executive Committee Meeting of the 13th All-China Federation of Industry and Commerce

From December 27 to 28, the Second Executive Committee Meeting of the 13th All-China Federation of Industry and Commerce (ACFIC) was held in Kunming, Yunnan Province. Gao Yunlong, Vice Chairman of the CPPCC National Committee and Chairman of ACFIC, delivered a work report. Xu Lejiang, Deputy Minister of the United Front Work Department of CPC Central Committee and Secretary of the Party Leadership Group of the ACFIC made a speech. Liu Junchuan, Head of the Discipline Inspection and Supervision Department of the Central Commission for Discipline Inspection and the National Commission of Supervision in the United Front Work Department of the CPC Central Committee, had a collective talk with members of the Standing Committee on the implementation of supervision regulations. Chairman Gao Yunlong pointed out that we should fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th National Congress of the CPC and the Central Economic Working Conference, and the spirit of General Secretary Xi Jinping's congratulatory letter to the 70th anniversary of the founding of ACFIC as guidance, in an attempt to get an in-depth understanding on the deployment requirements of the CPC Central Committee for next year's economic work. To this end, we should give priority to the implementation of the decisions and arrangements of the CPC Central Committee on fostering the private economy and the work of ACFIC in the new era, contributing to enhancing economic vitality, preventing and resolving risks and improving social expectations. We should work to focus on ACFIC's main responsibilities and promoting the healthy growth of those working in private enterprises as the primary task. We should improve the service level and effectively enhance the healthy development of the private economy. We should function as a bridge and actively assist the Party Committee and governments at different levels in strengthening communication with private enterprises. We should shoulder the main responsibility and accelerate the cultivation of chambers of commerce with Chinese characteristics. We should deepen the reform and construction of the ACFIC and strive for high-quality development.

Secretary Xu Lejiang stressed that efforts should be made to consolidate the foundation, improve quality and efficiency, and strengthen the work of the ACFIC in the new era. The Federation of Industry and Commerce system should play its role as a bridge, an assistant and a home to those working in private enterprises, implement the general requirements of establishing the system with unified political awareness, teamwork spirit, service and reform philosophy, and promote the innovation of organizational system, operation mechanism and activity mode according to the overall idea of enhancing the political, advanced and mass nature, preventing  institutionalization, administrativization, aristocracy and entertainment and laying a solid foundation at the grassroots level. We should continuously build the "five good" county-level federations, as well as online federations integrating services, contacts and work, striving to build a high-quality cadre team of the federation of industry and commerce that is competent in the united front and the economic work, and thus enhancing its cohesion, execution and influence.

At the Private Enterprises Boosting Yunnan's High-Quality Development Conference held at the same time, Chairman Liu Hanyuan stated that Yunnan has ushered in a new development period unseen before with its resources and geographical advantages against the backdrop of "dual carbon" goal. At present, Yunnan has formed a well-grounded industrial chain integrating industrial silicon, silicon materials, silicon wafers, cells, and modules to PV power stations, with an output value exceeding RMB 100 billion. Leading enterprises such as LONGi, JA Solar and Tongwei have gathered here, making Yunnan a new frontier for the development of the PV industry in China and beyond. Since the layout of the PV crystalline silicon industry in Yunnan, Tongwei has put the Phase I 50,000-ton high-purity crystalline silicon project into operation and proceeded with the Phase II 200,000-ton project here. Upon completion of the above-mentioned two projects, Baoshan City will become one of the largest high-purity crystalline silicon production bases across the world. With abundant hydropower and sunlight resources, Yunnan has conditions to launch large-scale pumped storage projects, which will create prerequisites for large-scale renewable energy access and Yunnan's energy transition, and support the southwestern province to build a 100% renewable energy power system, thus spearheading green, clean and high-quality development.

The meeting deliberated and approved relevant personnel matters, released the Report on Social Responsibility of China's Private Enterprises (2023), the theoretical research and practical innovation achievements of the ACFIC, and announced the list of outstanding persons in information work and social conditions and public opinion work of the ACFIC in 2023. Meanwhile, the spiritual guidance report of the Central Economic Work Conference was made and the rule of law education was conducted.
