On March 22, the list of 100 enterprises of "Gongga Program" in manufacturing industry of Sichuan was publicized after the public opinions collection period. Three companies under the brand of Tongwei were on the list, i.e. TW Solar, Yongxiang New Energy Co., Ltd and TW Solar (Meishan) Co., Ltd.

On October 27, 2021 the action plan for "Gongga Program" for the enterprises in manufacturing industry of Sichuan was officially initiated. According to the Action Plan, the objective that the 100 provincial-level enterprises in the "Gongga Program" will strive to accomplish by 2025 is that their business revenue will double, the proportion of R&D expenditure in their total expenditure will exceed 4%, and they will become a benchmark for low-carbon and high-quality development; they will help create 350 professional, fine, specialized and novel "small giant" enterprises, 30 "single-product champion" enterprises (products) in the manufacturing industry, and 8 "leading" enterprises in the industry chain in the province. Besides, the Action Plan explicitly states the enterprises to be included on the list must be from the "16+1" key industries, strategic emerging industries, high-tech industries, new-economy industries and green low-carbon advantageous industries.

On the day of the kick-off meeting for "Gongga Program", Liu Quansheng, Deputy Secretary General of the People's Government of Sichuan Province, Jing Maoming, Deputy Director General of Sichuan Provincial Economic and Information Department, and the representatives of the kick-off meeting for "Gongga Program" for the enterprises in manufacturing industry of Sichuan visited the Shuangliu Base of TW Solar. According to Deputy Secretary General Liu Quansheng, the PV industry is now a new highlight of Sichuan's economy, and the departments at all levels must practically provide the required services for this industry. He also expressed the hope that Tongwei will continue fulfilling its role as the industry leader and technological innovation pioneer, and contribute to enhancing the core competitiveness of Sichuan's manufacturing industry and achieving high-quality development of Sichuan's economy.
